docs/04-open-questions.md holds 47 questions grouped by addressee, each with the working
assumption we proceed on until it is answered.

Split and send:

sections A + B to the VDST/TCReV domain contacts (Mike, the Main Judge, Ressort Apnoe-Wettkampf)
section C to whoever produces the livestream
section D to the venue and host team
section E wherever data protection is decided

Answers come back into the document: replace the assumption, mark ✅, date it, name the source.
If an answer changes a rule, mirror it into docs/02-domain-rules.md.
