Do we attempt electronic time measurement (touchpads) for speed apnea, or only assist
manual timing?

[C 4.1.3.1] requires an automated system for speed records and for CMAS Category A.
[W §2.10.2] explicitly accepts manual timing for German record status.
Any electronic system needs Chief Judge approval; a new system needs advance approval
from the CMAS Board [C 2.1.4.2].

Working assumption: assist manual timing, no hardware dependency in v1, but model the timing
source so an electronic one can be plugged in later without a rewrite.
