The rules speak of a protest window running from the announcement of the result
([W §1.8], 30 min; the 2025 Ausschreibung, 20 min).

But the DM 2025 Protokoll stamps Uhrzeit der Bekanntgabe per adverse decision: the DBF
event carries three separate stamps (13:46, 13:50, 14:20), and a DNF decision announced at
15:03 received a second stamp at 16:10.

So each disqualified athlete appears to have their own window, and a decision deferred under
[C 1.4.2.7] starts a fresh one when it is finally announced. Modelling one announcement per
result list would be wrong.

docs/02-domain-rules.md §7 has been corrected to match the observed practice, but the rule
behind it needs confirming. Found by Kai in the real protocol.
