[C 3.1.3.2] has timekeepers write their time on the timecard immediately and forbids
resetting a stopwatch before the Chief Judge has authorised it. [C 4.1.3.2] repeats this for
manually timed speed events.

So paper is not our chosen fallback — it is mandated by CMAS. The question is what our app
then is: the record of truth, or a transcription of a paper original that remains authoritative.

The answer changes how much durability the app must guarantee, what happens when the two
disagree, and whether the "software is down" path is a fallback at all or simply the normal
procedure continuing.
