[C 1.4.1.3] requires a minimum of 8 minutes between starts, without saying between starts
on one lane or anywhere in the competition.

Per lane, staggered multi-lane starts are possible and the schedule generator has freedom.
Globally, the whole schedule shape changes and Vera's staggering recommendation for the
dynamic disciplines collapses.

This one question sits under both the OT schedule generator and the broadcast presentation.
